Spinel WebMapper takes all the guess work out of making HTML Image Maps.

If you can click on a mouse, then you can make professional image maps. Webmapper supports all the current map region types: rectangular circular and polygons. Has the ability to produce JavaScript OnMouseOver's, Preview in browser, and includes an easy to use link manager.
